I. Bidder Qualification Requirements:

Bidder Qualification Requirements

1. Bidders must meet the conditions stipulated in Article 22 of the "Government Procurement Law of the People's Republic of China";

(1) Having the ability to independently assume civil liability (provide the legal person's business license or three-certificate-in-one proof);

(2) Having a good commercial reputation and a sound financial accounting system (2018 financial statement or credit certificate issued by the main account bank);

(3) Having the equipment and professional technical capabilities necessary to perform the contract (provide a letter of commitment or relevant supporting documents demonstrating the necessary equipment and professional technical capabilities to perform the contract);

(4) Having a good record of paying taxes and social security funds in accordance with the law (provide relevant materials for any one month in 2019 showing the legal payment of taxes and social security funds; if legally exempt from tax or not required to pay social security funds, provide corresponding documentary proof);

(5) Having no major illegal records in business activities in the three years prior to participating in government procurement activities (provide a written statement);

(6) Other conditions stipulated by laws and administrative regulations.

2. The bidder has no major illegal records in its business activities, and is not subject to suspension of business, revocation of business license, seizure, freezing or takeover of property, bankruptcy declaration, or any other circumstances that may affect the bidding qualification. The bidder needs to check on the "Credit China" website

3. Different suppliers with the same person as the unit head or with direct controlling or management relationships shall not participate in government procurement activities under the same contract item (provide a written statement).

4. Joint bids are not accepted for this project.

5. Our company only accepts bids from suppliers who have purchased this bidding document. Note:

1. Please have the bidder's representative bring the following copies of supporting documents (with official seal) to purchase the bidding documents:

(1) The person handling the purchase of bidding documents needs to provide:

(a) If the handler is the legal representative, a legal representative certificate and a copy of the legal representative's ID card must be provided;

(b) If it is an authorized representative of the bidder, a power of attorney from the legal representative and a copy of the authorized representative's ID card must be provided;

(2) Valid enterprise legal person business license (or institutional registration certificate) or other organization's business license, organization code certificate and tax registration certificate (or three-certificate-in-one proof);

VI. Other Supplementary Matters

Bidders must submit a comprehensive bid for the goods and services of this project on a package-by-package basis. Any bid for only part of the contents of a single package will be considered an invalid bid. Bidders can bid on both packages of this project simultaneously, or only on one package. Bidders are allowed to win bids on both packages simultaneously.
