Bidding project for chemical products (sodium hypochlorite, sodium hydroxide, hydrochloric acid) in June and July 2021

1. Procurement Technical Requirements (Material requirements and conditions that do not allow deviation are indicated in bold italics.)

2. The scope of this procurement includes the supply, transportation, installation, maintenance, personnel training, and after-sales service of the goods.

3. Procurement Budget for this Project ：RMB 790,000 (￥: 790000.00), any final responsive bid exceeding the procurement budget or the maximum price limit will be deemed an invalid response document. The maximum price limit for this project is 90% of the procurement budget. Unless otherwise specified, all procured goods must be provided with standard functions and parameters. The supplied products must be brand new, qualified, and genuine, and the manufacturer must provide a product warranty. For imported products, relevant certificates must be provided, and they must meet national environmental protection and relevant quality standards.

4. Goods Quality Requirements

Comply with the requirements of "Hygiene Standard for Drinking Water" (GB5750-2006). Consumable reagents for online instruments must be compatible with the instruments. Standard samples and consumable reagents for online instruments are supplied as needed to ensure that they do not exceed their expiration date. All medicines and standard samples must meet the requirements of Jiangsu Province's "Double Random Inspection" and the evaluation index system for Jiangsu Province's urban water supply safety assurance assessment. All standard samples and environmental standard samples in Tables 1-3 and 1-4 must meet the standards in the notes.

The manufacturer of the provided standard solutions should have a national standard substance grading certificate and a certificate of accreditation for standard substance/standard sample producers. The transportation of chemical reagents and consumables must comply with relevant national laws, regulations, and industry standards.

5. After-Sales Service Requirements

(1) Free warranty for the equipment for 1 year from the date of acceptance. During the warranty period, the contractor shall implement a "three guarantees" policy for product quality. For failures caused by equipment configuration or manufacturing quality problems, the contractor shall immediately provide free repair or replacement within 24 hours, and the contractor shall bear all expenses incurred.

(2) Technical support response time. General problems will be supported by phone within 2 hours, and difficult and key problems will be solved on-site within 2 days. The relevant costs during the warranty period shall be borne by the contractor, and the contractor shall charge a cost fee after the warranty period expires.

In addition to the service requirements stipulated in this document, the supplier should provide a detailed description of the after-sales service that can be promised, and shall be responsible for providing free training to the purchaser's equipment maintenance or operation personnel. The repair response time is the normal travel time plus 3 hours.

6. Delivery Time and Location

(1) To facilitate the purchaser's organization of production, the delivery time of all goods needs to be determined after consultation. If necessary, delivery can be made in batches. The supplier must promise a reasonable delivery time and deliver the goods within 2 days after each batch order is confirmed by both parties. Delays in delivery will be subject to certain economic penalties.

(2) Delivery location: The goods shall be delivered and unloaded by the supplier to the location designated by the purchaser, with complete accompanying documents (qualification certificates, test reports, etc.). The goods shall be inspected by the purchaser's personnel. Any goods that fail the inspection shall be returned, and the supplier shall bear all losses incurred.

7. Payment Method

After the on-site initial inspection and warehousing of each batch of goods, the payment will be made in full after 10 days of use without any quality problems.
